I am writing today to express my support for the University of Illinois Institute of Aviation and its Aviation Human Factors degree program. For more than sixty years, the Institute of Aviation has provided quality education to more than 10,000 students at the University of Illinois. Graduates of the Institute of Aviation have risen to leadership roles in the global aviation industry.

The charge of the University of Illinois is to serve the state, the nation, and the world by creating knowledge, preparing students for lives of impact, and addressing critical societal needs through the transfer and application of knowledge. The Institute of Aviation has a strong research record, whose outcome has ultimately improved aviation safety and influenced federal legislation and policies. The Institute of Aviation is also on the cutting edge of aviation technology and currently has over a half million dollars in federal research grants that rely on a pilot subject pool and subject matter experts only the Institute of Aviation can provide.

Not only are Institute of Aviation graduates superior pilots, they are also highly trained professionals in such areas as safety, decision-making, resource management, and critical thinking. This uniquely qualifies them to be current and future global leaders in the industry.

The University of Illinois operates Willard Airport and the Institute of Aviation accounts for more than 85% of the total air traffic operations. If the Institute of Aviation ceases flight operations, this will have a detrimental impact on Willard Airport. The air traffic control tower will be negatively impacted by the reduced operations count and could force the closure of the tower and jeopardize the future of the commercial airport. The result could ultimately be the loss of airline service to the University and local community.

As the technology and complexity of the aviation industry increases, and at a time when many organizations are forced to do more with less, the importance of aviation professionals educated in human factors, safety, and technology cannot be overstated. I urge the committee to consider these facts. I would like to thank the committee for its diligence in this difficult time.
